Implement the Government 2.0 model in Iceland

Iceland is small and most government agencies are quite accessible. The country is advanced in overall infrastructure (see: http://url.is/35s) like on broadband adoption and telecommunication. This makes it the perfect platform for defining the true Government 2.0 model.
