mobility IP is very capital intense & lots of uncertainty. Transp. ind. sunk bill. of dev costs & already prototypes new trech & bus models. other regions may offer more diverse econ, polit, cult resourc. & challeng. to facilitate prototyping. big ticket topics that are tech intense not ideal for Iceland. Iceland is so constrained for all kinds of resources, its best bet – I believe – are questios about how to create value from the least material intense models – intangible value creation.

Will we charge the cars at home or at some kind of recharging stations? What are the business models? Subscriptions? Pre-paid? On demand? Who will be the players? New services companies or will the legacy players transform? An island and a total market of 200.000 registered vehicles, it is a manageable project. First step is to deploy, prototype, test and learn in Iceland, then refine and improve before deployed in larger markets like China, US, India or even Africa.

Start building intellectual property in the area of responsible energy consumption, not just production of raw, high volume, low margin energy. Focus on high margin IP will take away the ever present question about how to export this raw product and how to produce more. A global wave of system change in transportation will occur in the next decade where Reykjavik can play an important role as a showcase.

Implement an agressive income tax credit for individuals and businesses who buy or lease a new qualified plug-in electric drive vehicles. Use these tax credit to motivate and drive the switchover to electric powered vehicles.

Sustainable development relies on a strong democratic system. Democracy is the core for sustainability and its an unfinished project. The present state of most democracy models impedes opportunity for real change. Iceland has a longstanding democratic heritage, with a parliament dating back to 930. Manageable in size and strong tech infrastructure. It offers the perfect prototyping lab for a more efficient democratic systems and processes before implemented for super nations.

Iceland offers a unique opportunity as the laboratory for prototyping the development of a sustainable transportation model. Manageable in size with a very low cost clean electricity. The country has the most powerful nation-wide electric grid and it’s an island — therefore a perfect test market. Finally, a willing government that is in a need to model alternative energy solution than importing oil.

Are we just trying to solve the current global economy challenges by adding new policies to an already fractured framework? Injecting economic stimulants in our short-term fix culture. Will we solve long-term problems with current short-term solutions? We can prototype the Future of Money while rebooting Iceland’s banking system.

Make sure the country’s patent laws and regulation on intellectual property is not stifling innovation and collaboration. Open completely up this process for anyone to review to help foster an environment that encourages innovation. Reduce anything that is currently a drag on innovation.

It’s a policy that costs nothing, but increases the number of startups in the country. Paul Graham wrote a inspiring post titled The Founder Visa on a similar topic in april 2009, see link below. The concept is simple; let the people who want to build shareholders value into the country with the least effort.

Iceland is small and most government agencies are quite accessible. The country is advanced in overall infrastructure (see: http://url.is/35s) like on broadband adoption and telecommunication. This makes it the perfect platform for defining the true Government 2.0 model.
